Mailing it out

The publisher of the Wichita Eagle announced this week that the e-edition of the paper would be updated during the day. He also announced that the paper would be mailed to customers starting October 23. Wasn’t this the same paper that got its bulk mail permit pulled for monkeying with the numbers in its annual circulation report a decade ago?
